You can utilize a connection/contact at an Ohio Federal lab if you have one. If you do not have a contact/connection and need an introduction to a federal lab POC for your project, email ofrn-question@parallaxresearch.org with your request. Include the following: AOI and subtopic, and some information about what you are proposing (this will assist in finding an appropriate TPOC).
As long as you meet the requirement of the solicitation and have 2 Ohio-based universities then it shouldn’t be a problem. However, you will need to be careful about the percentage of work the out-of-state university performs and the portion of the budget that will go to a non-Ohio organization. This will be taken into consideration in the review process. Appendix 3A section A.12. (Subcontractors) states “Private companies, consultants, or universities, all considered herein as Subcontractors, may be involved in the project. All should be described in detail and also included in the cost proposal. In accordance with OFRN Round 7 eligibility requirements, proposals must include a minimum of two Ohio public or private universities or colleges and one industry partner (working from a location in Ohio) each with significant contribution to the proposed effort…”
Both institutions are under the University of Dayton umbrella. You can partner with each other, but you will still need to add another university in Ohio to your team to meet the requirement.
The solicitation Section 2.5 Eligibility Information first paragraph states: “A Primary Applicant is the entity that submits a proposal for OFRN Round 7. Primary Applicants are legally and financially responsible for the administration of any resulting award of OFRN funds. Proposed projects may be led by either an industry in Ohio (either for-profit or not-for-profit) or an Ohio college or university. Regardless of the leading organization, project teams must include:…”
Regarding a prime industry lead that does not currently have a location in Ohio, if the organization can meet the language of the solicitation by 1 July 2025, then the company as the prime would meet the requirement.
Resumes do not count against the 8-page count and should be placed in the Technical Proposal template, section G.1. The page limit for each resume is 5 pages.
It all depends on the funding allocated to the program in the State budget. Our goal is to fund at least one project in each AOI.

The contract would be Cost Reimbursable – with no fee, which is the difference from the Cost Plus Fixed Fee Contract (fee is allowable).
Appendix 2 contains information regarding the SEE. In Appendix 3A (Technical Proposal Template) – information regarding your SEE should include an overview of the project that outlines the purpose, expectations, innovation opportunities, team members, timeline, and budget. (Maximum 2 pages). There is no additional documentation for the proposal required for this section.
